Seems to me that the reason for the zones may well be how close they
approach to compound nouns. Zone IV comes pretty close to being a
compound, but not quite (at least, not in my dialect, it seems that they
are in Padraic's, tho*), while zone I definitely does not make a
compound.
*I say, for example, MEDical STUdent, with equal stress on both words,
while Padraic has stated that he says MEDical student**
**PLEASE, let's not have people chiming in with how they say it in their
dialect. :-)
