Somewhat on-topic, as it is an interpretation of an ancient language as
well as a discussion of a flag.

I should point out that I am a vexillologist; I'm active in the Flags of
the World Web site and mailing list, an international Web resource on
flags - http://fotw.digibel.be/flags/ - and the scholars on that list are
somewhat in doubt as to the veracity of the flag pictured. We're
consulting with Baltic members of the list for their opinion.
