No, not necessarily. Usually that's true, but not always. Base X means
that numbers are formed by multiplication of that base. E.g., if you
have base 20, then 57 would be "2*20+17", and there'd be a word for 400,
and so on. Aztec, for example, is considered base 20, yet, under 20 it
is based on 5, e.g., 17 is "3*5+2". Presumably, at some early point, it
was base 5, but then later became base 20.
