Russian Orthodox Church Abroad. The first Patriarch of Moscow in
centuries issued an Ukaze to his flock abroad when it became apparent
that the Bolsheviks weren't even interested in tolerating the Church (ca.
1920). The Ukaze ordered congregations abroad to attach themselves to
whatever episcopal protection they could find. Some interpreted this to
mean that they should appeal to other Orthodox Hierarchs. Others
interpreted it to mean that they should form temporary synods "for the
duration of the crisis". As we all know, "the duration" is the longest
possible length of time one can imagine. The latter group is ROCA.
