Nope, the quoted version is almost right, although the "The" is
wrong; it should be "Thope" (pronounced ['DOpi]).
The principle is that you insert <whatever> between the
consonant and the vowel of each syllable.
A similar language is Ubby-Dubby (from Zoom);
Thubbe pubbage yubbou ubbare lubbookubbing fubbor ubbis nubbot hubbere.
Dumb Donaldspeak from Fat Albert - and also Cosby's dentist routine -
is very Ubby-Dubbylike, but the inserted vowel is an echo of the
following vowel:
Thebe pabage youbou abare loobookibbing fobor ibbis nobbot hebere.
("Youbou seebee thibbis? Thibbis ibbis myby bobottobom libbip!")
