It's not just 'okay' to say "it's a frog" but the idea of saying "it is a frog" is quite obtuse and is somewhat reminiscent of some kind of English learning program. Also when saying "it is a frog" it is quite difficult not to put the emphasis on 'is', though if it was necessary to stress 'is', eg in response to "it's not a frog" this would be quite appropriate.
