That has a conhistorical(did I just coin that or has that term been used
before?) reason: The ae,oe,ue,ao developed from the ache,oche,uche,acho
syllable pairs. These where found in a much earlier version of the
language, but they mutated, first changing into are,ure,ore,aro and then
to the present form, due to an invasion. Scolars from a different culture
put in the ' to destinguish when they brought written word to the island
where the speakers of this language dwellt.
