Yes, there´s no such thing as a reliable ISP :). Even a simple dialup account to connect, and being on your own (my school provides a model pool for local students), you even have to deal with crappy connections (or as sometimes happens, when the router dies, no internet at all :)). Anyway, you just have to deal pretty much with how things are :). Glad to see you back.
