There is a program called "IPA Help" available for Windows at
http://www.sil.org/computing/speechtools/ipahelp.htm
which takes the IPA chart and has clickable symbols that make their sound (for
vowels, the sound alone; for consonants, your choice of the sound followed by
/a/ vowel or between two of them).
