Yes, that's exactly what it is.
Perhaps "extortion" would be a better term.
Either way, it's forced extraction on the part of
the government from a citizen who has no say in
the matter. The only difference between this and
actual "theft" is that actual "theft" is illegal.
What's funny is that YOU can be thrown in jail
for taking my money by force; but I can be thrown
in jail for trying to keep the gubmint away from
that same money.

Because we (the People) is the government.
Ideally, anyway. It's therefore our (the
People's) stuff, and the govenrmental
organisations are caretakers and custodians of
that stuff. Be that stuff military equipment or
medical equipment or whatever.

Yes. Governement in the US has in some respects
forgotten who is actually in control.
