That shouldn't be a problem; after all, Unzip is supposedly the third
most portable program in the world.
Have a look at ftp://tug.ctan.org/tex-archive/tools/zip/info-zip/MSDOS/
for a pure-DOS self-extracting Unzip distribution (unz552x3.exe) and
at ftp://tug.ctan.org/tex-archive/tools/zip/info-zip/WIN32/ for one
for Windows (unz552xN.exe - should handle long filenames, etc., but is
still a command-line program; use wiz503xN.exe if you prefer something
graphical). Or pick your favourite CTAN mirror.
