That same happens here: for some, 'next Tuesday' is the coming one, for
others its the following one. For me, I use 'last Tuesday' to refer to
the most recently past one, 'this Tuesday' and 'next Tuesday' (and 'the
coming Tuesday') mean about the same thing, though there may be a
distinction between this Tuesday=this week, next Tuesday=next week, and
'Tuesday week (fortnight)' to refer to the (second) Tuesday after the
coming one.
One thing I'm not sure about is whether 'this fortnight' counts from the
previous Sunday or the next (I count weeks from Sunday). It seems both
are used, though neither with much frequency (fortnight normally being
used in contexts when counts from today).
