IE (used to have|has) a problem with this (it's supposed to be transparent
when the background color is missing AFAIK)[*], but the fall-back color should
be grey (or white or checkered dark-grey light-grey), not black, so it's
definitely a software-problem.
[*] Unless it is a picture-viewer-program like for picture-galleries etc,
where the canvas-color of the program should not affect the picture, hence
use of the fall-back color. IE (were|is) obviously a picture-viewer/
plugin-launcher gizmo and not a web-browser, hence the error.
