The first bit of that got thru' to me as "%" (percent sign), which in
standard (X-)SAMPA signifies secondary stress (and people say X-SAMPA
doesn't need reform?!?), which can't very well be what you meant. Is it a
low, front, rounded vowels, X-SAMPA [&]?
