It is not normally considered necessary to version a character set
when the only change is the addition of one or more characters.
Only moves, deletions, and changes in semantics generally require new
versions.
Unicode is the exception, although IIRC all its versions have
included at least some semantic change, however minor (typically
of the form "ESTIMATED SYMBOL is a symbol, not a letter, even
though it looks a lot like 'e'").
