It is an offensive cliche.  I'm not sure how to distinguish offensive cliches
from unexceptionable set phrases, though; somehow, H.A.N.D. contains just
enough semantic reality that it comes across as hypocritical, whereas things
like "Excuse me?" and "Good morning!" are so semantically bleached that
their literal meaning is of no consequence.
