It's a separate word, meaning "in" (and hence extending it's semantic realm to
include "in an X way". It causes spirant mutation:
e phan "in a small way, smally" (smally? ...i dunno if that's a word)
I can't think of any good adjectives at the moment.

Well...yes and and no.
The phonology of Silindion is based on Quenya (vaguely..very vaguely). It's major
grammatical aspects seem Greek/Latin/IndoEuropean based. Of course, I got the
idea of conlanging from Tolkien, so in that respect yes.
Nindic is what would happen to the Silinestic roots if a mixture of Germanic/Welshish
sound changes occured. So, since Sindarin's development from Proto Eldarin is
similar to Welsh's developement from PIE, then there are similarities
phonologically. Of course, the same might be said of Brithenig or..any other
P-Celtic-Influenced conlang.
