They normally refer to a town. Arrondissements having their own townhall are
very comparable to towns too :)) . And Paris is not a good example, as it is
its own department :)) . Take for instance my department of birth, Seine-
Maritime (76). Its prefecture (Rouen) has the postcode 76000, while the town my
parents live in (Petit-Couronne) has the number 76650. And when I lived in
Montrouge (actually at 50m from Paris :)) ) I had the postcode 92120.
