One. Pya, etc., are pronounced in the same span of time as Pa, etc. It just happens to be written with two characters. If Kana were a conscript of mine, I would've made those double kana into ligatures. :-) That's what happened historically in the Kassi syllabry with the CL characters, historically ligatures of the obsolete Cë (ë = /@/) and the LV characters -- "There's no such thing as 'cool'.
