It's a good idea, and has been done, in Basic Baanzish for example,
which also included another good list; does anyone know where
Baanish has gone? I can't find it anymore.
Rick Harrison also has a basic wordlist project worth looking at.
I like the Kilgariff list, based on The greatest corpus of English.

There's also Roget (Glosa was built from that), or WordNet ...
