Maybe it could have been Speech Analyzer?
<http://www.sil.org/computing/speechtools/speechanalyzer.htm> I vaguely
remember something about SIL software that year, and the screenshot looks
familiar.
Mind you, if this actually *worked*, speech recognition (automatic
dictation) would be trivial.
