Start at <URL:http://www.mirc.com/> or <URL:http://www.efnet.org/>.
mIRC is a shareware program you can use to chat on IRC, if you run
Windows --- the site is biased of course, but seems to have a nice
intro to IRC in general.
You can then go to EFnet to get some background and history, and lots
of other client programs, Windows and non-.
