Possibly a distant homage to Ring Lardner, one of whose stories (or a collection of them IIRC) was entitled/ used the phrase "Shut up, he explained". The original passage cited was very reminiscent of a comedian (the same man?) I heard on NPR's satirical "Capitol Steps" some time back, who used Spoonerisms for similar affect. (It was during the Lewinsky affair, and plays on "willie" figured prominently.)
