No, the phrase was certainly "fran=E7ais hexagonal"; but I did
not know that France was called "l'Hexagone".  Here is the
context, abbreviated:

        Qu=E9b=E9cois French has been more concerned with
        the overbearing influence of English than with
        *fran=E7ais hexagonal*.

So evidently the meaning "the French of France, metropolitan
French" is correct here.  (I had guessed "correct written
French", which perhaps is another way of saying the same
thing.)
