"Avec" seems a little affected, true. "Per" or "as per" is somewhat old-fashioned business-letter-ese, as in "(As) Per our telephone conversation of yesterday...." I've also encountered it in scholarly lit. (well, linguistic lit. anyway) to identify the source of some fact or piece of data. -- "per Mills", "per Wier" etc.
