Good point.  It would be fun, if not outrageously difficult, to
create a conlang meant to be an imagining-reconstructing of the
pre-Germanic pre-Indo-European substrate.  A lot of the research one
would need as a foundation is probably out there, perhaps just hard
to find for the average amateur conlanger.  There is, somewhere, a
dictionary online of supposed pre-Indo-European words in Germanic
languages that one could use as a starting point.

Hmmm... the wheels are turning.
