I agree, which is why the so-called Democratic Union of Worlds is
neither Democratic, nor a union of worlds, but rather of very large
volumes of space. There's no democracy at all above the level of
planet, and democracy's rare even on the planetary level, the planetarch
is usually hereditary, sometimes elected by a small aristocracy.
