Well, you could always have the components as separate characters, as well as ligatures (or even components of ligatures if those are straightforward enough). It may make less characters. Of course, it means that you have to fiddle with positions and the like to get a good end result, but if you make a Type 1 font it's nothing TeX cannot handle.
