Not necessarily.  Comets and asteroids also orbit the Sun.
The actual proposal was to classify Pluto as a Trans-Neptunian Object
(which it is) and to give it a catalog number as such, for convenience
and uniformity.  This did not mean that Pluto ceased to be a planet,
but was widely misinterpreted in the world press as such.
