In the Netherlands there are sort of designed places for it. Of course the
Wallen is well known. About the cleanup: its because in some of those
facilities are being used by organisations for illegal operations and such,
thats the reason why some are closed. In the Netherlands prostitution is
regulated by law, as those prostitution organisations are seen as
'companies' by the law, therefore they also have to pay the same tax as
companies and such. I believe the checks for AIDS and such are also
regulated, if not by law then by the companies.
I dunno about the other countries, but I believe prostitution is less
tolerated in other countries.
