OT: TECH: OT: Anyone able to get Outlook '03 to properly handle outgoing messages in Unicode/UTF8?

I'm just wondering if anyone out there is able to send UTF8 without non-ASCII
symbols turning into question marks using Outbreak 2003? Unicode symbols were
just fine in the previous versions I've used but 2003 has been giving me this
problem ever since "upgrading" (I'm considering going back to the XP version).
There's no problem with incoming messages, and I've tweaked just about every
setting and googled the issue but still some up empty.
