I don't recall names or dates etc.; but there are several "fan based"
conlang projects going on in this area. Most seem to be in conjunction
with roll playing games of various sorts, and thus are _probably_ not
"serious" conlang projects. Various websearches have turned up Betazed,
Vulcan, Romulan, Orion, the People of the Piggy-nose, Andorian, etc.
Seems like a pretty "hot" thing to do, now that Okrand has made Klingon
official.
There was also a cheesy Vulcan language pamphlet published some years
ago. It was cheesy in the following two respects: 1) the "script" was
essentially made up of a bunch of common mathematical symbols in various
combinations (it was a syllabary) and 2) the grammar was essentially
Japanese; and much of the actual wording used in the pamphlet seems to
have been lifted almost verbatim from a small pocket Japanese dictionary
that I have. I thought that that was pretty shoddy. Some of the
vocabulary was authentic Vulcan, though, from the show. (Plomik, pon far,
etc.)
There is one serious fan based conlang project on Ferengi. It's been a
while since reading his page, but he had the grammar worked out to a
pretty great extent and some vocabulary and syntax. I do believe it was
his ultimate intention to legitimize his project with Paramount and make
his project the "Official Ferengi Language"; and I believe his page used
to ask interested Trekkers and linguist types to support him by writing
Paramount.
If it's your intent to create a serious Betazoid language or dialect, you
may want to search out and contact other fellow, and perhaps pick up some
pointers or possibly collaborate.
