Interesting point of view. I did more or less the same with the place where my
conlangs Hattic, Askaic, and Vozgian are spoken. I made some quite detailed
maps of the Hattic Republic, but I've never really been able to decide where to
locate it one the world map; all I know is that it must be somewhere West of
the Komi Republic.

I don't know about any efforts towards the latter; I doubt whether someone has
ever tried. For some reason the Romance conlangs have always vastly outnumbered
their Germanic counterparts.
However, I do know about the existence of two Romance conlangs with a Germanic
development: Germanech (by Jörg Rhiemeyer) and Jelbäzech (by Dan Jones).
Now I think that Dan (who could well be nicknamed as "The Romlang Machine")
could very well have done some more efforts in the direction, but I've not seen
any results of that.
Check this list's archives for Germanech; you will find quite a lot.
For Jelbäzech (from "Helvetica") you probably need to search the archives of
another group, RomanceConlang (you might need to subscribe first). Anyway, you
can find it at: http://groups.yahoo.com/group/romanceconlang.
