Responding to this and to the previous message.
One of the problems with the TOPIC system is that it has to be explained
carefully to new members, since other list services such as Yooha don't
have such features. The other problem is that since it has no effect on
those of us receiving digests or reading from the archives, we tend to
forget about it when posting.
Despite all that, how about adding a TOPIC for non-ASCII messages?
