I currently see no reason to keep it that low when traffic is not that
much of a problem anymore. It can quite quickly be reset when we
encounter a problem again.

We could. But there is no way to enforce their usage. :-) It will
always be used a little bit inconsistently. We might introduce a
monthly post as a reminder, however. It is planned for some time now
only the corresponding Wiki page seemed too immature to me to be used
as a monthly post so far.

Yes, in the Web interface, there is a checkbox labelled 'Other' in the
Topics section of the subscription options, which you may uncheck.
