The ones I know of, or were in Isaac Pensev’s 23rd workshop review
(8.06.2003), are:
* amerindconlangs,
* concreole,
* celticonlang,
* eastasianconlang,
* engelang (engineered, a la Lojban),
* germaniconlang,
* pieconlang (proto-indo-european),
* slaviconlang,
* westasianconlang
(23rd simply because that’s what comes up in the search.)
As to the question:

I’m not sure it’s a good idea. The membership is not overlapping; the
main posters on germaniconlang are not members here, for instance. I
don’t think it’s ever been off-topic for people to post workshop topics
here. So in practice, there’d be no real change. Just, no-one should
feel that there’s a problem posting here on these topics, especially
when we’re mostly off-topic.
