It's regional IMO. I wouldn't say "Ich habe kalt", nor expect to hear it around here (northern Germany). Indeed, when you mentioned it, what came to mind is "i cha chalt" -- with regional pronunciation as well, from when I had heard the phrase from a Swiss girl.
