You sure the German has DAT-ACC? I'd put DAT-NOM in that construction:
Mir fehlt ein guter Freund.
Was mir fehlt, ist ein guter Freund.
Was fehlt dir? Ein Freund fehlt mir.
*Mir fehlt einen guten Freund.
In which case this may be simply a "gefallen" construction with dative
experiencer - and I suppose the nominative is the subject.
