In this case, whole (highly elliptical) sentences.
How much more emphatic is this version than the full expansion:
Render therefore to all their dues. Render tribute to all to whom tribute
is due. Render custom to all to whom custom is due. Render fear to all
to whom fear is due. Render honour to all to whom honour is due.
