That's supposed to be Hebrew?
The leftmost symbol looks like a fancily calligraphed print {tzadi} /ts/
rotated counterclockwise 90 degrees. The middle one looks sort of like a
similarly rotated *handwritten* {mem} /m/, and the rightmost one looks
like a print {ttet} /t'/ rotated a little bit more than the others. So i
guess it could say _tzemet_, sort of, if the arm was horizontal, but i
don't know if that's even a word... (t's not in my dictionary). and i
have no idea what the dots are supposed to be for, besides decoration.
