I thought he deliberately chose those capitals to remind
the reader that their pronunciation was not trivial (e.g.
[X] rather than [h] for |H|, [d`] rather than [d] for |D|).

However, since Klingon isn't supposed to be trivial anyway,
I find the benefits of that notation extremely slight,
while the unnecessary drawbacks are severe.
