It is a nice idea, but someone's already thought of it, I'm afraid; in Jean
Auel's *Earth's Children* series (of which *Clan of the Cave Bear* is most
famous), the Neanderthals transmit all their knowledge, including language,
genetically. On the other hand, she never created a conlang from this,
mainly because her Neanderthals had a mainly nonverbal language with few
vocalizations, so you could take the idea and run with it.
