Oh but there is!! Sim city comes with an extension called SCURK (The=20
Sim City Urban Renewal Kit) where you can just lay out the plans, and=20
place the infrastructure and buildings wherever you like. I got SCURK=20
together with the SC2000 package. SCURK includes a whole collection of=20
over 20 different pre-designed cities - cities that aren't necessarily=20
designed to keep the citizens happy, but are designed just for art's=20
sake.
