That would/could be PC-KIMMO. Look for it under www.sil.org or ftp.sil.org
(not sure about the latter. Be sure to read the PDF versions of the online
documentation, since thewy make everything much clearer. For Mac there is
a compiler that converts rule tables from human-readable to finite state
machines, so you don't really need the book manual, but I don't know for
other platforms.
