Checking another encyclopedia, it does say [v]. Possibly the [f] in the
other one reflects a spelling-induced germanification rather than an
outright error. I take it Brabantish has [v] for written |v| - "van" is
rendered as [fan] in this neck of the woods, at least.
As a side note, rendering |v| as [v] initially and medially in reasonably
obvious loans, and [f] elsewhere should get you right most of the time.
