You can record in any format, and then convert the file to MP3.
If you have a Mac, iTunes is probably the best. I don't know if
there's a PC version of iTunes. Anyway, there are undoubtedly
scores of free PC apps that make MP3 files.
If you need a recording program that allows you to record new
tracks while playing back existing ones, get Audacity.
