Well, yes, but vowel length was also phonemic in Latin, so the change from
/a/ to /a:/ did not so much involve the addition of some "superimposed" /:/
but rather the change to an entirely separate sound, /a:/. They didn't think
of it as /a/ + /:/, just /a:/.
