The problem is not specific to 65001; my understanding of the problem
is that most code pages are not supported internally within the Win32
API, so much conversion is required in user code - a Herculean effort
in Cygwin's case.  There is a bug report/patch to allow the console
driver to just pass whatever the current code set is through
unmolested, so you can at least get UTF-8 output in the bash window,
but it apparently has not been adopted.
