Accent the penult if the vowel in the penult is long; accent the antepenult
if the vowel in the penult is short (a vowel is also considered long when
followed by two consonants).
So:
domine (short "i", so accent as you have) DOmine
adjuvandum ("a" is long ) adjuVANdum
festina ("i" is long) fesTIna
