I think "going to" as Eldin means it is meant to imply intention.
Omina, which is an aspect rather than tense language, has a "prospective"
aspect as well as an "intentive" aspect:
Enki inedalgi "I was / am about to hit him" (Enki, to hit)

Enki inedaru "I am going to (i.e., intend to) hit him"

These 'futures of intent' are quite happy existing in languages that don't
actually have a 'future tense' as understood by mainstream IE languages, and
even there, the future can be something of a woolly area.
